Washington reports Americas note to Germany asserts the Sussex was torpedoed without warning by a German submarine and that Germany’s own disclaimer supports the claim. The note demands an immediate end to submarine warfare against passenger and freight ships or diplomatic relations will be severed.
The note to Germany expresses the United States view that German submarine warfare has escalated beyond acceptable bounds, citing the Sussex incident and indiscriminate destruction of ships. It notes evidence linking German torpedo components to French authorities and asserts allied air raids on Trieste with French cooperation, while Venice repels Austrian aerial attacks.
President Wilson told Congress that the United States will break off diplomatic relations if Germany continues its indiscriminate submarine warfare. A note to Berlin, America's last word, was despatched as he spoke, with a German reply expected within a few days.
