Long-Time Tax Payers To Get Consideration
HAGERSTOWN April 18 Faced with budget shattering requests for new streets and utility services the city halts big outpourings of municipal funds in new private housing developments Developers must share part of the expenses for these facilities The cost of building a street water and sewer would be 57 percent by the developer and 43 percent by the city The policy covers new housing projects exempting some underway It aims to aid older sections where taxes have been paid longer Mayor Mills says older property owners deserve consideration and new streets and utilities where feasible He opposes city subsidies arguing developers buy cheap farmland secure city built streets and utility lines then obtain Federal loans to sell lots at higher prices The plan is a middle of the road approach and a stiffer ordinance may follow It questions whether funds for capital projects are limited by housing costs or a low tax rate The mayor says with Federal and State taxes a municipal rate can never be too low

Soldering Auto Tags Averts License Clip Theft
In Baltimore on April 18 the Department of Motor Vehicles urged motorists to solder new inserts to old license plate tins after widespread thefts of 1953 clips. Replacement sets cost 2.25 dollars or 1.25 dollars each, with fines up to 100 dollars for driving without inserts. Deputy Commissioner W. Dana Rudy said soft soldering is the best defense, noting thefts rose after March 31 as 40 sets were stolen in the first three days of the new season.
