Smoking guns Both sides claim wins in Maryland 1994
In the 1994 Maryland legislature the tobacco lobby blocked a cigarette tax hike and stalled vending machine prohibitions while local tobacco rules stayed flexible. Anti smoking backers led by Gov Schaefer passed a miner smoking discourager bill and defeated HB523 on public place smoking. Delegate Virginia Thomas voiced mixed results and hoped for more. Bruce Bereano of The Tobacco Institute called it a good year for tobacco interests.

Maryland tightens smoking law penalties for minors
The legislature passed a bill raising fines for selling cigarettes to minors to 300 dollars first offense, 1000 for a second, and 3000 for a third within two years while minors face civil infractions with 25 and 100 dollar fines. It also requires cessation classes and community service for minors, and broad protections for merchants with adult identification.

Cambridge uprising over tenure amid school discipline unrest
In Cambridge Maryland students parents and teachers rallied behind three teachers facing potential tenure denial after a fight at Maces Lane Middle School. Ramona Kenny sued the Dorchester County school board and Cambridge Police Dept claiming mistreatment after her Sept 10 1993 arrest.
