Democrats Bow To South Resolve On Loyalty Oath Fight

Washington April 15 Democratic leaders backed a compromise in the loyalty oath dispute to allow southern delegates to support the ticket without punishment. An advisory group led by former National Chairman Stephen A. Mitchell proposed a three part plan to ensure the national ticket appears on ballots in all states and to limit personal commitments by delegates. Humphrey and Battle, veterans of the 1952 fight, stressed the plan does not bind any individual to support as to personal action. The committee prepared for a dinner honoring Speaker Rayburn as Truman paid a surprise visit to the meeting.
