Maryland 1983 General Assembly Major Winners and Losers
The 1983 session saw five of nine drunk driving measures pass, enhancing tests and license penalties. Auto emissions require annual checks for private cars under 10,000 pounds in eight counties and Baltimore City with fees tapering to seven dollars. Labor, crime, lottery, banking, and miscellaneous bills passed or failed, including a Lotto program raising about 38 million for counties, and new driver vision tests, child safety seats, and environmental rules. Local legislation funded Carroll Creek flood management and allowed Frederick to issue bonds for Elm Street school expansion, with various county powers over taxes, weather modification, and infrastructure.
