Johns Hopkins researchers test a molded plastic birthing chair from ancient practice to assist the final labor stage. Dr. Jennifer Niebyl says the chair may speed delivery and improve patient comfort by using gravity, with patients delivering in a sitting or near squatting position.
The county plans a 33.5 million health and services budget, about 27 percent above FY levels, with 2.5 million for administration, 601 thousand for the Finance Division, and 1.3 million for Management Services. The capital budget totals 7.3 million, funded largely from a 5.7 million general fund appropriation, while operating costs total 55.7 million dominated by education and public works.
The Maryland Senate paused a bill to confiscate license plates for drunken driving and a related tax decoupling measure. Legislators feared breaking from the Federal system would deter business and slow development while a $22 million Memorial Stadium bond extension won time for talks with Robert Irsay to keep the Colts in Baltimore.
