The NEA reports that United States foreign aid faces five chief obstacles in Congress as Harold Stassen and State Department planners seek a 3.5 billion dollar program for next year. Key issues include India development aid, Indo-China military support, Middle East assistance, delays over ratification of the European Defense Community, and anti-Russia trade restrictions impacting aid. The plan divides 1.6B for direct military aid, 85M for armed forces support, 130M for technical cooperation, 240M for development, 241M for Korea relief, 223M for mutual defense economic support, and 70M for United Nations and other aid.
