County seeks state loan for school construction plan rejected

County Commissioners unanimously approved applying for a 365000 state loan for fiscal 1971 school construction and tentatively rejected a Parks and Recreation Commission plan to match 218310 in open space funds for park land. They favored using open space funds for landfill purchases later usable as park land and backed a 39500 BOA matching request with no detailed item review. The board deferred Rose Hill Manor funding until a master plan is created, and tentatively set health department funding at the minimum state share of 333000.

Moser Named To County Roads Board

Francis E. Moser of Ellerton was named to a five year term on the Frederick County Roads Board. Moser, 38, dairy farmer near Myersville, is second vice president of the Frederick GOP Club and district precinct chair, a Church of the Brethren member, and a Wolfsville Ruritans member. He joins four others as a Republican on the board with ongoing support from Commissioner Russell Horman despite opposition from Commissioner Wallace Hutton. Other members include Earl Geisbert, Clarence Hahn, Jesse Burali, and Bernard Flanagan. county commissioners also serve on the board. Moser is a Middletown High School graduate, married to Grace Leatherman, with three children.

Urbana Group Plans Fight To Overturn Mobile Homes Decision

Urbana Civic Association adopted changes of appeal and a request to amend county regulations to limit mobile home sites. Attorney Herb Morrison said the Md Court of Appeals appeal will challenge Moorman’s ruling and argue conflicts with the 1959 Frederick County master plan. The group also seeks a county wide change allowing hearing by County Commissioners on each site and to distribute a pro viewpoint campaign. The Urbana Mobile Homes project, a 1340 unit park on 214 acres, was heard after appeal to the Frederick County Circuit Court.
