Retages Pledge of Miners Union Appears Stalled
Washington April 10 the coal strike in bituminous fields is blamed on operators who refuse to deal with the United Mine Workers in union groups. Phil H Penna Indiana Coal Operators Association secretary testifies before a House labor committee that a UMWA contract is no longer of value and that the union does not enforce contracts. He cites 700 Indiana strikes since 1920, many short, and says officers cannot control the men while district and international leaders fail to keep the contract. He argues for flexibility to keep mines open year round and criticizes the six hour day five day week proposal.
