In New York, Mrs Stuyvesant Fish stands as the era’s foremost society figure within exclusive circles. Her husband is noted among the nation’s top railroad men. Mrs John D Rockefeller, formerly Abbie Aldrich, daughter of Senator Mor MRich of Rhode Island, also appears prominently in Four Hundred society doings.
Carter H Harrison was elected Chicago mayor for the fourth time with a 6 948 majority over Republican candidate Graeme Stewart. Total votes: Harrison 146 328 Stewart 139 375 Cruke Independent Labor 9 999 Breckon Socialist 11 212 Haines Prohibition 2 848. Harrison framed the win as support for municipal ownership of street railways and public utilities. Democrats also won city offices. council to be 35 Republicans 33 Democrats 1 independent Democrat.
King Alexander of Servia issues two proclamations. The first suspends the constitution and disbands the Skupshtina while restoring pre reform laws and reshaping the senate. Ministers resigning with the suspension are reinstated except Foreign Minister Lozanko, replaced by M. Denies.
President Roosevelt travels through North Dakota stopping in Fargo Jamestown Bismarck and Medora where he once owned a ranch. Indian chiefs from the Mandan Gros Ventres and others pledge friendship while Roosevelt discusses the Philippines tariff and national prosperity.
A garbled notice reports Kaiser Wilhelm in naval dress preparing for visits to Copenhagen and other ports. It notes his eighty fifth birthday and mentions paying respects to a venerable king, with unclear references to April events in the Curpusy Kingdom.

Albany April 8 President Roosevelt then governor of New York faced sharp censure from former Senator David B Hill as counsel for corporations in a court of appeals case over the special franchise tax law Hill accused Roosevelt of rushing the measure through the legislature and acting to serve political expediency aided by non taxpayers and semi political organizations The court gave no reaction to the attack and Roosevelt was praised for initiating steps to balance values between taxed properties and owners in cottages and business enterprises Also in St Louis a telegram from President Ramsey Wahasa Railway Co announces the death of his daughter Anna in Cairo Egypt and the remains will be brought back for interment The Washington War Department reports the suicide of 64 year old watchman Robert Foerisch in the Wind er building annex The man had served in the Civil War and was believed to be insane.
The first annual report to stockholders for the year ended December 31 1902 shows total net earnings after repairs and maintenance and interest on bonds of $33 308 764 for subsidiaries with additional funds for depreciation and replacements bringing total surplus to 77 874 597. Dividends total 56 052 867 leaving undivided profits 2 057. The report notes $560 510 479 in year volume, $508 302 500 common stock and $510 281 100 preferred stock outstanding, and a December 31 1902 bonded debt of 363 655 459 with a net decrease of 2 442 239 for the year. The preferred dividend is due May 13.
A government entry into the open Panama Canal project would employ about 30,000 men, with estimates that current work costs run around 5,000 dollars daily. The Panama Canal Company reports 160 engineers, 40 medical officers, and 1,500 foremen and laborers already at work, mostly in the Cutembra cut, as plans consider importing Chinese and Japanese laborers to meet demand.
The Rt Rev George Montgomery coadjutor archbishop of San Francisco has been appointed archbishop of Manila. A leading American prelate aged about 50 his career includes charge of the St Louis diocese when Archbishop Kain was in Rome. He is the son of US Judge Montgomery. Also noted: a Lowell crowd dispersed after a Greek strike incident led by a woman likened to Joan of Arc. Three men indicted for murder at Fort Monroe. A pastor in Augusta faces bigamy charges.
In West Liberty Kentucky two men died in a feud between the Elams and Traces. Milling Trace killed Logan Elam and Sidney Elam, the deceased man's son, avenging his father’s death on the White Fork of Johnson River. Young Elam surrendered and was jailed locally. The families were relatives and neighbors.
