The Dow rose about 52 points to 3645 in early trading as investors bought bargains after a steep slide. The rally followed a government forecast showing modest inflation and cooling growth, easing bond market fears and pushing the 30 year yield down to 7.35 percent from 7.40.
The Maryland General Assembly approved a 13.5 billion fiscal 1995 budget with no new taxes. Senate and House votes were 36-10 and 118-19 respectively. The plan includes over 93.9 million in Frederick County aid and up to 5.575 million for school construction, plus a 3 percent state worker pay raise.

The 40 bed residential center in Jefferson aims to treat emotionally disturbed Western Maryland youth aged 5 18 within two years. The project awaits final Senate and House votes as part of Maryland capital budget financed by general obligation bonds.
In Middletown four candidates vied for three town board seats. Fred Rudy topped with 149 votes, Donald Thompson 143, and Harry Rook 129, while incumbent David Lake had 121. Turnout was about 222 of 1,000 registrants amid concerns over water sewer issues and a stalled bypass project.
