House Votes Ban On Mission To Vatican
In Washington on April 4 the House approved a provision in the State Department appropriation bill barring a Vatican diplomatic mission until the Senate confirms a mission head. The 159 to 82 vote defeats an effort to strike the proviso, aiming to bar a recess appointment and ensure congressional approval before establishing a Vatican envoy or mission. Rep Preston cites Truman’s need for consent, noting a personal representative could still be funded from executive funds. Myron C. Taylor previously served in that capacity.
