Little Rock July 17 Everything is confusion in Arkansas over a Supreme Court ruling that invalidates about 109 bills from the last legislature. Officials say many measures are in doubt due to improper signing or late presentation. The deaf mute appropriation and St Francis levee bond bills, among others, are deemed dead and may close institutions unless funds are borrowed or an extra session is called. Governor Davis opposes an extra session.

Saloons Keeper Sarlo Released On Bail
Joe Sarlo, saloon keeper, was released on $2000 bond by Justice Harb after killing J. D. Conant Saturday morning. Sarlo claimed he acted in self defense as Conant visited the bar five or six times Friday night seeking trouble. Conant was shot in the waist. the bullet passed through and struck the wall, then rebounded.

Supreme Court Enjoins North Little Rock Annexation Move
In Little Rock on July 19 Chief Justice H G Bunn ruled on a Little Rock city bid for a restraining order against a July 21 election in North Little Rock and the Eighth ward over annexing territory north of the river. The court denied the bid but issued an injunction barring declaration of results or annexation steps until the Supreme Court reconvenes next October. The injunction also bars interference with current conditions pending resolution.

Drainage Board Organized to Redeem River Basin
Wynne Arkansas July 19 The L Anguille drainage district board was organized here last week. It includes St. Francis Cross Woodruff Poinsett and Craighead counties with five representatives. O N Killeigh was elected president G W Eldridge secretary J J Mardin Harrisburg attorney J W Rooks treasurer and O B Bailey chief engineer. An election on November 9 will decide tax per acre in the district. The roughly four hundred thousand acre basin, mostly uncultivated, may be redeemed by proper drainage.

Model convict goes to pen unguarded
Little Rock July 19 George Hampton a young white farmer of Logan county arrived from Booneville unattended and was directed to the State penitentiary where he delivered himself to Superintendent Hogins to begin a twenty one year sentence for murder. He shot and killed Phillips Ward his brother in law at Carlaw October 28 1902. He escaped and rewards totaling 400 were offered. He was captured November 17 in Scott county while asleep in a stock pen. Conviction occurred in January after an appeal the sentence was affirmed last Wednesday by the Supreme Court. He was permitted to come alone to Little Rock and says he plans to be a model convict and to give officials no trouble.

Boy Dies After Fall From Mule Near Phosphate
Noah Reagan a 14 year old son of Joe Reagan tenant on the William Son place near Phosphate was killed Saturday in an accident. He attempted to mount a mule slipped and fell causing a rupture after his stomach struck a stone. He died within fifteen minutes. He was eldest of five children and the only son. Burial followed the next day.

At Warren and Monticello on July 20 a white man’s 14 year old daughter was assaulted by a black suspect. The assailant was captured by a mob and hanged near Lanark, about six miles from Warren. In Monticello, Claude Latham shot Darrell Reynolds in self defense and surrendered to sheriff, with a preliminary trial set.
