Washington AP Defense Secretary Clark Clifford voiced doubt that North Vietnam and the United States can reduce defense levels, saying both sides aim to a negotiated end while North Vietnamese reinforcements rise as peace talks continue. He cited May infiltrations around 29 000 and noted questions about expanding U S troop levels beyond 550 000. He defended his income tax stance and veteran’s home fees, claimed Democrats blocked proposed cuts, and touted accomplishments including highways parks and a state college system. He stressed the need for a strong General Assembly and predicted a contested election with incumbents facing criticism over taxes.
AP dispatch describes heavy fighting around Saigon as U S infantry from the 25th Division clash with Viet Cong along multiple positions north and south of the capital. Report details 44 Viet Cong dead, 39 missing or detained, and 32 Americans killed with 2,825 wounded as forces press near the city and at Me Tho Hill.
