Middletown raised its tax rate by $2.20 to a record 19.80, with many taxpayers seeing valuations increase about 20 percent. The town meeting directed $272,096.74 in tax revenue, up from last year, as land and building valuations surged to support the higher levy.
The sailing committee began checks on 61 Newport Bermuda entries amid record fleet size for the biennial event. Classes A EB and C were formed as withdrawals included John Barry Ryan’s Christmas and Philip Lord’s Argo Navis, with Argo Navis still joining a cruise to Bermuda. Harold Vanderbilt will sail Versatile on the starting committee. others moored, last minute repairs underway, with Cyanne added as a late entry and a cocktail reception planned at Newport Country Club.
Washington reports the Senate defeated three Truman administration reorganization proposals establishing automatic job appointments and removing Senate confirmation for city postmasters, U.S. marshals, and customs collectors. The move preserves congressional control over 21,582 federal positions and halted the automatic fill plan that would have taken effect Friday midnight.
Eisenhower pledged a tax cut in two years if he wins the presidency, contingent on a balanced budget and matched Western military strength to Russia. He told Oregon delegates he would champion Texas delegate disputes and push for states to control offshore oil, with trips planned to Texas Nevada and back to Denver. He outlined schedules, awaiting July committee actions on Texas delegations and continued Western caucus meetings.
A Senate House committee agreed to strengthen the Marine Corps giving the commandant a co equal seat with the Joint Chiefs of Staff and removing a minimum strength provision. The Marine cap remains 100000 enlisted men plus officers and the minimum is dropped. The accord now goes to both houses for final action.
President Truman stated the United States will support Canada in building the St. Lawrence Seaway despite the Senate vote against direct U S participation. He said his administration will cooperate with Canada in every way possible as Canada proceeds solo if needed. The Seaway would route ocean vessels to the Great Lakes via the St. Lawrence, a cross-border project.
Newport Commissioner George A. Bisson prohibits surcharges on auto policies for minors with clean records who file financial responsibility certificates. Insurers may not apply any surcharge, including five percent or 20 percent extras, when minors are not involved in accidents or violations. The rule, effective July 1, targets policies under the Rhode Island assigned risk plan to prevent extra charges on minor drivers.

U S government reports May living-cost index at 189 percent of 1935-39 average, within 0.1 point of January peak. Rent up four tenths percent while food climbs three tenths. some items like clothing fuel and furnishings fall slightly. Wage boosts expected for 1.35 million rail workers and another 100,000 in textiles aircraft and oil refining.
New York advances led by steel, motors, and railroads as nearly all major sections rise. Stocks climb fractions to about two points, with losses mostly small. Notable advancers include Santa Fe, U S Steel, Chrysler, Zenith, Motorola, Air Reduction, Kennecott Copper, and American Telephone. Stock table on Page 4.
President Truman said he may consider invoking the Taft Hartley Act in the steel dispute but doubts 50,000 CIO steel workers would obey a court order to return to work. He stressed the decision would not be swayed by congressional action as the House and Senate debate extending wage, price and rent controls and calls to use the Taft Hartley law.
A top House judiciary member and legal revision expert arrived from Washington to address the Naval School of Justice class on the lawmaking process. The session in Quonset drew about 400 judges, lawyers, and officers, with luncheon hosted by Rear Adm. Olsen and graduation set for tomorrow led by Comdr. Sullivan.

State and local police officials met with ranking Navy personnel at the Naval Base to craft a program reducing serious traffic accidents involving service members on Newport County roads. Col. John T. Sheehan of Newport, state police head, requested the conference and said a summary of conclusions would be prepared by Maj. Harrie Gil and Comdr. Norris L. McComb.

Two theories emerge about the Russian actions: trigger-happy pilots or a scare campaign. President Truman urges Congress to pass soldier voting legislation to allow up to nearly a million service members to vote.
