Private McBennett received 20 years for criminal assault on native women. General Otis is said to urge President McKinley to approve and to order a public execution to deter repeats.
Admiral Watson forwards a dispatch from Manila dated Sept 16 describing Comdr Davidson aboard the Paragua engaging insurgents at Malemao. The ship was struck many times but no casualties occurred and the Paragua silenced fire in 20 minutes at ranges of 400 to 900 yards while destroying a captured Filipino schooner.
The Matin reports the French cabinet may pardon Dreyfus with a decree to sign on September 19, while provincial papers push for mercy and the Figaro notes army officers urging clemency. Countess Prokeschostein sends condolences to Madame Dreyfus. In Pretoria, Kroger’s draft reply to the British note advances with Orange Free State influence, though the mood grows less favorable.
A negro arrested at Tyty was identified as one of two assailants of Mies Johnson. Two hundred armed men gathered at Tyty and a train passenger reported a man suspended 20 feet high from a telegraph pole. The search for the second suspect continues.

A powerful hurricane hit St. John's Newfoundland, washing four fishing boats from the coast and drowning three men and a woman. Rescue efforts were reported in the aftermath as authorities assess the damage.
In Scotia Nebraska on Sept 18 Mia Karne Phillips subjected her two young children ages 1 and 2 to carbolic weld then took poison herself. The husband returned from work to find the three bodies on the floor. Meanwhile Eastern capitalists plan a directoral steel plant at Menominee Michigan to employ 6,000 workers.
A World Washington Ithaca dispatch reports the Schurman peace commission offered Aguinaldo incentives short of self government to end the Tagal revolt. They proposed a $5,000 yearly bonus for peace, local tribal offices for Tagal leaders, and U S moral support, but Aguinaldo refused seeking immediate self rule. President Schurman favored broad home rule for tribes yet opposed full participation in national government.
Washington Herald reports American farmers will face new competition in the world wheat market from Asiatic Augeia. Consul Monaghan notes the region’s potential for wheat production since the Trans Siberian Road’s completion, though its population remains sparse and development slow. Immigration to Russia rises with 4,000 arrivals last year. Hawaiian capitalist R B Banning arrives in San Francisco with up to 50,000 dollars in assets, then loses a valise. Authorities suspect it will be recovered en route to Honolulu.

Atchison Kansas dispatch reports Missouri Pacific freight No. 124 wrecked at 4 50 pm midway between St Paul Nebraska and Julian station near Nebraska City. Three crew members were instantly killed and cremated. The dead are engineer Tomil lam fireman T M Rose and brakeman W H Foster all residents of Atchison.
Vallejo California reports Michael Owens and Richard Conroy marines from the cruiser Philadelphia died after drinking wood alcohol. Owens formerly served in the Sixteenth Infantry and came from Samoa on the Badger. He was Philadelphia native.
In Carterville Illinois on September 19 a clash between white and Negro miners sparked a deadly riot. Six Negro miners were killed and one mortally wounded as white miners and National Guard units clashed, with several bodies found and a city held in a tense standstill as authorities sought to restore order.
London reports the Transvaal note as negative and defiant, repudiating suzerainty and restoring seven year franchise while denying language equality in the volksraad. The cabinet may meet midweek to decide next steps and an appeal to the powers for arbitration at The Hague is anticipated.
Cape Town Daily Mail correspondent reports Afrikanderbund circles claim President McKinley intervened to ease tensions between Great Britain and the Transvaal.
