Oregon farmers suffer from muddy roads that trap wagons and hinder markets as the good roads movement grows. Advocates urge a system of state aided highways, county bonds, and convict labor to build permanent roads across all counties, aiming for substantial future appropriations.
Two bills by Mr. Brown hill seek public votes on creating new counties or changing boundaries and empower counties to add or abolish offices via initiative.
