Washington reports from Madrid say Spain has granted an armistice for Cuba but the terms remain unclear. President McKinley and the administration await official details while European powers and the pope influence the move. Day declined to comment on the armistice and its impact on policy.
Senor Que sada, Cuban insurgent representative in Washington, calls the Spanish armistice a trick. He says Spain aims to force home rule while making Cubans appear unreasonable to the American public, adding they will not yield after three years of fighting for independence.
