Washington April 8 secretary Alger will resign on return from Cuba and General Warren Hastings will replace him within weeks. The same day the state department announced the U S delegation to the Hague disarmament conference to meet in late May led by Andrew D White and Seth Low with notable officers and scholars.
Manila April 8 The respite allows Filipinos to digest the proclamation as rebels remain quiet. American sharpshooters harass at night, Malolos revives, and a permanent camp is prepared. One third of the force patrols north of the city while MacArthur's volunteers receive Krag rifles. Samar reports weary revolutionists and a desertion by Lukban, with locals favoring American rule.
Manila reports Colonel Smith says bandits led by Papaissio attempted rebellion March 27 killing officials in Jummaylan. Major Sime with two California regiments reached the scene, Labzid HQ was captured April 2 along with 35 prisoners, quelling the revolt. Also, in Provincetown the Southern New England Methodist Conference urged Congress to expel Utah Representative Roberts for polygamy and to amend the constitution to forbid it.
Yesterdays assays from the Mountain Lion drift near Republic Washington averaged over 100 dollars per ton. A vast ore body exists and mining men rate the Lion among the best in the region. Justice Stephen J. Field of the United States Supreme Court died at his Capitol Hill home at 6 40 pm after kidney complications. He had retired in 1897 and recently suffered a severe cold that worsened his condition. He passed away peacefully after a period of unconsciousness since Saturday. Paris officials urge non inflammable wood for new exposition buildings in response to recent fires in New York.

In New York on April 10 authorities report anonymous letters warning that lives and home were in danger if Mary Flanagan, the chamber maid, was not discharged. Police protection was requested and post office inspectors seek the letter source, with a former servant blamed for the threat.
Havana reports that on April 10 at Mariana Cuban generals officially restored General Gomez to commander in chief. They named an executive board of three generals to aid him in disarming, collecting $4,000,000, and organizing rural police for the province. Gomez will be notified and a proclamation will be issued.
