John Day reports heavy snowfall over foot in higher valleys with temperatures dropping to 14 below zero. Stockmen face starvation risk as feed runs out and dead stock clutter roads. Sheep and horses largely escape, but cattle losses loom until temperatures rise.

In Morrow county six hundred horses of Uma Tillis reservation Indians are to be killed after a state domestic animal commission order. The animals suffer mange and are declared valueless, with the state vet ordered to euthanize and bury them to curb a spreading disease.
Salem preparatory to suit by J. L. Morrow and Warner valley settlers to regain lands awarded to Warner Valley Stock Company by the interior department. The case will test if the lands were swamp in 1860 and will be filed in federal court. The company holds state deeds while settlers claim homesteads.
Recorder William Miller files with the county clerk a petition to place a county seat relocation on the June election ballot. The petition asks Union county court to move the seat from Union to La Grande, with 2,570 residents signing.
