Arrest of Leroy Arter on larceny charges in Westminster
Leroy Arter of Green Springs was arrested Friday in Westminster and jailed in York county on larceny and receiving stolen goods charges. Warrants were issued by Justice John W. Dubs of Penn township, based on oath by Dale Shearer and Albert Fuhrman. A Carroll county officer first took Arter into custody before Detective Jesse Crabbs transported him to York.
