In Ocean City Maryland top federal managers gather for the first symposium on implementing the Civil Service Reform Act of 1978. Kenneth Chapman 40 formerly of Zuni is scheduled to be sentenced November 8 in U.S. District Court Santa Fe. He was found guilty of first degree murder in the July 30 shooting death of Larry Paquin in Zuni after a jury deliberated under an hour on October 16. The trial was moved from Albuquerque to Santa Fe for courtroom space.
Gallup area officials allege 45 cement manufacturers and the Portland Cement Association conspired to fix prices and restrain competition. The class action targets PCA and firms including Ideal Basic Industries of Denver and Keystone Portland Cement of Allentown, seeking treble damages for political subdivisions, school districts, and other government buyers since 1970. The suit seeks injunctions to halt further conspiracy and improper pricing practices.
