Former Navajo President Petterson Zah endorses a yes referendum on gaming in the Navajo Nation. Zah cites tribal development from gaming revenues, and notes political climate and IGRA history as factors. Election office accepts walk in voters through Oct. 30 for the Nov. 4 referendum.
Genevieve Jackson, Navajo Tribal Council delegate from Shiprock, warns that people are drawn to gambling schemes. The piece notes Navajos vote on November 4 to decide whether to legalize gambling, citing Mashantucket Pequot and Foxwoods as examples of successful ventures.

In a nine month test starting early 1998, BHP plans to tunnel up to a mile through a 15 foot coal seam at the San Juan Mine near Farmington New Mexico to assess underground mining economics. A conveyor belt will move coal through the tunnel while methane and water levels and tunnel integrity are monitored.
Navajo Nation Council approved amendments to the Workers' Compensation Act raising weekly disabled benefits from 200 to 400 dollars and tripling impairment payments. An informal hearing process was created to speed resolutions, after the Workers' Compensation Taskforce compared practices with New Mexico and Arizona.
About 1,000 Navajo welders are being trained to construct US military ships. The program is a joint effort of the Gallup Navajo Nation branch, the Navajo Department of Employment and Training, and National Technologies Inc. NTI provides jobs while NDME funds expenses. The program seeks to interlink services to raise success rates as 12 new ships are ordered.
