AP reports New Mexico saw alcohol related driving offenses grow from 4,762 in 1972 to 18,192 in 1981 with 1982 data incomplete but showing a higher rate than 1979 and near 1980. Fenner cites high enforcement, low vehicular homicide convictions, and 7,915 of 1981 DWI convictions sent to DWI school.

The study credits cuts in EPA and Interior Dept funding for state programs and lake research, noting toxaphene levels in fish and pervasive pesticide exposure in workers.
