Land exchange talks between Navajo Hopi may resume in November
Negotiations likely restart in November as Navajo submitted land exchange proposals Sept 17 and Hopi reviews them. Leaders MacDonald and Sidney met previously in Albuquerque in March. June talks collapsed when Navajo team failed to appear, sparking mutual accusations. Congress may not pass the 1983 budget, but the commission will operate on carryover funds. Balloon crash in Albuquerque kills four during Fiesta
A fiery hot air balloon crash at the Albuquerque Balloon Fiesta left four dead. The National Transportation Safety Board and FAA investigated as Admiral Donald Engen arrived from Washington. Coal loading plans unchanged despite local opposition

A public hearing is set for 7 p.m. at Gallup City Council chambers to review the permanent permit application and environmental impact data. The company has operated under a temporary permit since July and plans call for about 40-50 trucks daily now, with total yearly output once market improves.
