WINDOW ROCK Ariz Friends of elected officials may buy dinner or cover a motel one night but cannot fund a Las Vegas vacation, the Navajo ethics chief testified in the bribery and kickbacks trial of suspended Chairman Peter Mac Donald. He described ethics policy to prevent conflicts of interest while noting gifts can be legal within social relationships.
The Navajo Nation will study Interior Secretary Lujan's plan to restructure the BIA including a new department of Indian education and a shift toward self governance. Interim President Leonard Haskie said tribes must evaluate funding elements after Lujan gave 30 days for comment and leaders voiced immediate objections.

Navajo Human Services Committee voted 3-2 to approve a right to work provision within the Navajo Preference in Employment Act, sending the amendments to the Navajo Nation Council for fall session starting Oct 15.
