Title 2 awaits Shelly's signature amid Navajo dispute
After weeks of work by the Navajo Nation Council Speaker John Ny Nie signed the Title 2 amendments and sent the resolution to President Ben Shelly for his signature. A grassroots group Hadaa'sidi, including former Navajo Nation President Milton Bluehouse Sr., issued a news release calling on the Navajo Nation Supreme Court to halt all legislative and executive action related to the amendments. Michael Were, communications director for the Council, said Shelly left for Washington and would have a staffer deliver the document for signature. Shelly is expected to sign by Thursday as the council plans a two day special session to reincorporate subcommittees and elevate Nabik’iyati as the agenda-setter for quarterly sessions. The ruling in Morgan v. Shirley affirmed the commission on Navajo Government Development to review governance, and the group argues the council violated Navajo law by restructuring seven standing committees without commission review.
