Assistant Secretary Forrest Gerrard ruled the BIA acted reasonably and found only two minor violations corrected, not enough to void the lease. A federal injunction against Mobil’s pilot leaching project was sought but opposed as delay. McCray had argued probate proceedings showed she would gain full allotment ownership.
