Ethics violators dodge restitution for tribal loans

Navajo ethics cases show only about 3 percent of ordered restitution paid since 1996. Delinquent total exceeds $165,000, with $172,515 due and just $5,615 collected in over four years. A tribal collection agent role may be created as the Navajo Department of Justice pursues debts. Evidence includes Ruby Cleveland’s case totaling $16,044 stolen, which was partly repaid in a separate deal. Authorities discuss contract options as committees push for faster collection.
