Arrest warrant issued for former Navajo police captain
An arrest warrant was issued for Billy Fred Hillgartner a 51 year old former Shiprock Navajo Nation police captain and ex San Juan County commissioner and sheriff. He is charged with wire fraud relating to a 1996 97 Community Oriented Policing Services grant amounting to about 150000. He did not appear for arraignment and a further arraignment date will be set. The case cites mismanagement of grant funds including a separate Farmington bank account.
