Hale, sworn in as Navajo Nation president, marks one year in office with local empowerment as his top priority. He notes progress drafting legislation with the three branch chiefs and expects a January council vote to send the measure to a 90 day referendum, with implementation to follow if approved.
Washington will pay furloughed federal workers only partial wages from Dec 10 to 23, with full pay for 40 hours on Jan 4, 1996, due to lack of appropriation. Interior official Bonnie Cohen explains the delay in obligating funds. The budget crisis delays a Bureau of Indian Affairs RIF to Feb 2, 1996, and 760,000 workers across unfunded agencies face partial pay as parks and museums close. White House calls it urgent. talks with Congress are planned.
Gallup lawmakers push five liquor bills including a statewide ban and local option to close drive up liquor windows. Senator Gloria Howes and Attorney General Tom Udall advocate the measure, citing McKinley County voter support and a drop in DWI fatalities since closures. Governor Johnson has not included liquor bills in the 1996 call but lawmakers prepare for possible changes.

Water remains contaminated at Second Mesa Day School, schools lack propane for heat, police run out of fuel, and 640 contract workers’ terms expire. Food for 1,200 students and detention inmates cannot be bought, risking education delays and inmate releases.
