Education Department Pushes Statewide Special Classes
Dr Francis B Hass and Dr Francis Maxfield outline a broad program to place Pennsylvania among leaders in special education. The plan uses new 1925 legislation to group handicapped children, create trained teachers, and redirect normal class time toward higher overall school returns. The piece notes funding shares, home instruction options, and calls for local boards to act promptly as fall opening approaches.
