City denied second Small Cities grant for East Side
The U S Department of Housing and Urban Development refused to waive rules allowing New Castle to apply again for a Small Cities grant for the lower East Side. HUD said no exceptions would set a precedent and the Thursday public hearing was canceled. The city will pursue an Urban Development Action Grant instead, seeking 3 to 5 million dollars.

Shenango zoning ruling on multi family plan challenged

City approves cable transfer and contract renewals
City approves the transfer of the New Castle cable TV franchise to Cablentertainment for a 10 year term expiring 1986 with no rate increase. Lawrence Cablevision Inc. had held the franchise and is selling. The council renews its Town Consultants Inc. contract with fees cut from 55000 to 30000 for Sept 29 1979 to Sept 29 1980. Councilman Sands again opposed the renewal citing potential better offerings from other firms.
