Lawrence County controller David Gettings announced a plan to require direct deposit for all county payrolls, with a $10 fee for paper checks. The Construction and General Laborers Union Local 964 filed an unfair labor practice claim with the Pennsylvania Labor Relations Board, challenging the move before full rollout. Only about 30 of nearly 300 workers still receive paper paychecks. The plan has not yet been implemented and notices about the fee were briefly placed in checks after Sept 10.
