Marshall and warned that trust and frankness with other nations are needed for collective security. Stimson, 78, retires Friday after four administrations of service.

PHILADELPHIA September 1S—CINS M. Laither Croll, 50, Butler, superintendent of state highways in Butler county, died suddenly yesterday at Temple University Hospital. Croll, appointed superintendent March 26, had been an engineer for the state veterinary department for nine years and served as assistant superintendent of highways under Mansel Ekas.
