French and Servian forces push across a five mile sector in the Balkans as 3000 prisoners are reported taken in a new offensive. Quick reply rejects Austria's proposal and emphasizes American stand.
Washington reports the Central Powers peace offensive has collapsed and can only be renewed by accepting US basic war-ending proposals. Rumors in London claim Kaiser may abdicate, but no confirmation. French and Servian forces push on the Balkan front capturing 24 guns and over 3,000 prisoners as Sokol ridge falls.
One of three soldiers from Siberia representing the new Czecho-Slovak nation will address a mass meeting in New Castle at the opera house. The event includes a patriotic parade from Miller avenue and will discuss war conditions in Russia and allied aims. A large audience is expected.
Charles E. Chapin city editor of the New York Evening World surrendered to police after his wife Nellie Bebie of Chicago was found dead from a bullet wound at the Cumberland Hotel. He claimed amnesia and said he did not recall killing his wife until reading morning papers.

Senator Lodge of Massachusetts declares in the Senate that Republicans back the president in response to Austro-Hungary's peace note. He says the American people demand complete victory and that Germany and Austria must understand U S peace terms after militarism is crushed.
War department estimates total 7,347,727,602.32 dollars needed to finance the expanded army program. Chairman Sherley of the House Appropriations Committee announced the figure, saying added to 29,791,241,773.67 dollars already appropriated it forms Congress's response to the Austro Hungarian peace proposal.

War department released a list of 83 American Expeditionary Force members prisoner of war in Germany. Names include Earl C. Ranch of York PA and Privates Doolin Naritta Hale Dietrich, plus many others in camps at Rastatt Landshut and Strakowe with family notice of a funeral in Ellwood City for J L Tewell.
United States marines reported two clashes with Dominican bandits near San Domingo on September 7. Thorps led ten marines in an ambush at a ford north of Dorries, forty minutes of fighting left twenty bandits dead with no marine casualties. In the Higuy area another engagement killed three bandits and again no marines were harmed.
Anthracite miners in the Mahanoy Valley remain on strike while a St. Clair district meeting results in 3000 miners voting to stay at work. The stand risks widening disruption to key operations.
