The United States will officially reject Austria's peace proposal, rejecting both letter and spirit. Officials say Germany must seek peace on its own terms, and the war effort will continue with renewed resolve as Allied advances press on fronts including Metz and the Chemin Des Dames.
After a day in jail Cunningham of near Ellwood City, a Socialist, chose to register rather than face federal authorities. He was released by Sheriff Boyd and registered. Earlier he refused to register, spent a day roaming in his car, and had his vehicle taken from an Ellwood City garage by others who later offered it back.
London papers report President Wilson's open covenants policy as decisive against the Austro-Hungarian peace note. The Times and Daily Mail echo support for Wilson while The Post warns the note could betray civilization. Some papers claim the note aims to buy time for Hindenburg amid reinforcements. The note was handed to allied envoys in Berne at 1 PM Sunday.

Paris was hit by two German air raids on September 16. The first attack lasted from 1 30 to 3 00 pm with bombs causing casualties and property damage. An intense barrage of anti aircraft fire preceded a second raid at 4 30 pm lasting about 15 minutes with further anti aircraft action.

Rev H J Behrens opened his pastorate at St Johns Lutheran church with large gatherings at both services. John Early, a leper, escaped from a cottage near the district jail in Washington. Guard H. W. Lloyd found his absence after two and a half hours. Part of Barry's clothing was found on the barbed wire fence around the cottage. A drag net and station checks were issued statewide.
The war office reports a two mile nighttime advance on the Ypres Comines canal front. British forces captured a number of prisoners and machine-guns and established new posts near Sauchy Cauchy Oppy.
George Albert Falls 45, lifelong resident of this city, died at home after sustaining injuries at work as a railroad switchman in Wheeling West Virginia. He was trapped between two cars Friday while coupling them and died Sunday. He leaves a wife two sons William and Otto E a daughter Mrs Carl Genklinger a grandson Harry Otto Falls and four brothers Benjamin Joseph Frank and Charles.
Nick Uram pleaded guilty to aggravated assault and battery before Judge Emery and was paroled for one year. He attributed his trouble to drinking and promised not to drink again.
Two Foley brothers are honored on the West Pittsburg service flag at Mr and Mrs D Foley home. Dennis Foley Jr left town months ago and is now in France while Francis Foley has been at Camp Lee Virginia for a short period.
