A UPI report from Harrisburg says only 16 percent of welfare recipients in Pennsylvania's WIN program left welfare for jobs. The special House committee cites mis-targeting and weak impact, noting 22 531 enrollments with 3 681 obtaining jobs and 10 122 dropouts. The report blames federal limits and interdepartmental tensions and questions the program's effectiveness.
The decomposing body of June Sams was found in her East Side apartment. Her fiancé William Riggan, 39, was charged with murder after allegedly confessing to strangling her earlier in the week and was arraigned before District Justice Merle H. Hildebrand. Sams, 45, lived at 708 Allen St and was engaged to Riggan who moved with her into the apartment last Saturday. An autopsy was planned in Pittsburgh with Allegheny County involvement to determine the exact cause of death.
Local Democrats react to State Democratic Chairman Dennis E. Thiemann recognizing Dominick E. Cioffi as acting county chairman. State Rep. Thomas J. Fee and State Sen. Donald O. Oesterling declined to comment or take a position on the decision.

Doctors report a 24 year old Detroit man survived after two infected heart valves were removed and not replaced. Surgeon Dr. Agustin Arbulu says the patient, who had used heroin, now appears normal though advised against sports. The operation, performed June 29, used lab testing on animals before applying to the patient, and followed antibiotic failure against pseudomonas.
