Washington UPI reports President Johnson plans to sign two traffic safety measures to end car and highway anarchy by upgrading vehicle standards driver training and highway safety pending the president's signature.
Vietnamese and U S military police ring the U S Embassy with barbed wire and troops while police seize a dozen Buddhist monks marching toward the embassy with anti American placards. Viet Cong plots to booby trap election posters are uncovered as anti-government protests rise.
William T. Montgomery, 39, of Farrell, was arrested in Los Angeles on a murder charge. He allegedly shot Ward Matthews on August 28 in Farrell and was identified by Martha Cherill. FBI joined pursuit for unlawful flight. extradition set to Farrell after arraignment.
Eleanor Louise Richardson, 33, of 526 Bell Ave, is charged with embezzling 1102 dollars from Hill's Department Store in Westgate Plaza where she worked. Arraigned before Union Township Justice Betty Lou Kradel and released on 2000 dollar bond. State police charge her with more than 40 counts of cheating by false pretenses.
Shenango Township supervisors enacted a junkyard ordinance setting a flat $50 annual license fee after amending the plan to avoid a graduated scale. The law takes effect Wednesday and will be enforced amid resident complaints of abandoned cars. Opponents disputed the bill but the ordinance stems from local concerns. The board also hired Robert Dean to adjust the 1967 tax duplicate and accepted a petition for two street lights in Willowhurst Circle. The next meeting is 8 p.m. October 13.
A pinhole leak in the Titan first stage forced the postponement of the Gemini 11 launch. Crew Conrad and Gordon would be kept in quarters as technicians unload 32,000 gallons of fuel and evaluate repair options. A decision was expected near 11 a.m. EDT after tank X-ray. The leak occurred in the oxidizer tank seam five feet below the top of the stage.
President Johnson unveils a five point plan to fight inflation and high interest rates. He proposes a 16 month suspension of the 7 percent tax credit for business investments and a similar rollback of depreciation write offs. He also aims to impound or delay appropriations and seeks Federal Reserve cooperation to lower rates.
The U.S. Army Board of Engineers recommended Congress build the Lake Erie Ohio River Canal. Rep. Michael Kirwan and Frank Bow announced the finding, noting a $948 million project with $500,000 planning funds in current budgets. The plan calls for a 12 to 15 foot channel along a 120 mile route from the Ohio River to Lake Erie, with annual operating costs around $3.1 million.
