Born August 19 1869 in Shelocta Indiana County Pa he earned A B from Tarkio College Mo in 1894 and later graduated from Pitts.
Berlin reports Foreign Minister Joachim von Ribbentrop told French Ambassador Robert Coulondre Germany will not attack France but will retaliate for any French offensive. He expressed Germany’s deepest regret that the two nations are at war over an issue France is not directly involved in.
