Travel officials forecast near record Labor Day volumes in major cities across the nation. Weather looks favorable and extra trains planes and buses will handle an estimated 500 000 leaving Philadelphia 100 000 visitors to southern New Jersey and Pennsylvania resorts. The National Safety Council warns of a possible 260 traffic deaths up ten from last year as special patrols and added highway enforcement are planned.
A gulf hurricane neared the Biloxi area with New Orleans spared as winds reached 85 mph briefly. Storm expected to strike Mississippi near noon west of Biloxi, with Grande Isle damaged and power outages reported citywide.
Moscow radio reported that Russia requested a meeting of the four major powers within ten days to discuss Italy's former African colonies. Soviet Ambassador Georgi N. Telephone service in the southwest city and county, cut when an Atlantic avenue resident sawing a 600 pair cable during sewer trenching damaged the line Thursday night, was restored Friday evening. District Manager Homer D. Choate said splicing crews acted promptly and last evening the final patron regained service.
Mayor John F Haven announced after an informal council meeting that the city will transact all city business at 2 a m Eastern Standard Time starting September 26. Employees will report for duty under the same standard.

Queen Wilhelmina abdicated in Amsterdam ending a fifty year reign and passing the throne to her daughter Princess Juliana. Juliana to become Queen while Wilhelmina becomes Princess Wilhelmina in a simple ceremony with witnesses and cheering crowds.
