Officials weigh shale drilling impact fee proposal
Lawrence County commissioners back Gov Corbett plan to share 75 percent of impact fee proceeds with counties and state. The proposal would let counties levy fees up to 10 years on unconventional wells to fund regulation and cleanup costs, starting at 40000 dollars and tapering to 10000 dollars by year four. Commissioner Dan Vogler questions counties gain of regulatory authority under the plan.

Critics argued it would weaken minority blocs in Philadelphia, reduce turnout, and rely on a gerrymandered district map. Senator Charles McIlhinney said he has not decided and noted some voters would gain while others would lose.
