Conservationists ask the Supreme Court to halt the Cannikin test on Amchitka Island as officials schedule a 5 p.m. Saturday detonation 5,800 feet underground. The case draws evidence about environmental risk and potential tidal waves amid protests in Congress.
The House bans government ordered school busing for integration and blocks federal funds for court ordered busing costs as it passes a 24 billion five year higher education authorization. The 13 hour session approved 332 to 38, with amendments limiting busing and adding court appeal protections. The Senate has a separate 18.5 billion bill without antibusing language.

Representatives of UHURU will study if single family houses can be built with townhouse apartments on the West Side. UHURU chair Russell Hill said 235 housing funds may be available and a plan calls for 126 townhouse units followed by 21 single family houses. HUD money for single family housing was reportedly available, though local agency officials had not been informed.
The FDIC approved a proposed merger between Lawrence Savings and Trust Co. of New Castle and First Seneca Bank and Trust Co. of Oil City. The plan, to adopt First Seneca’s name and charter with principal office in Butler County, creates a $200 million resources bank with 23 offices across four counties.
A $2 million four year study by the National Education Finance Project says rich districts spend up to 5.5 dollars per pupil for every dollar in poverty areas. It calls for less reliance on local property taxes and more federal and state funding to equalize spending nationwide.
