Carter signs two education bills expanding access and funding
President Carter signed two major education measures in the White House. The package adds 1.5 million middle income students to grants and extends federal loans to 457,000 more, while a $50 billion five year extension of the Elementary and Secondary Education Act boosts reading, writing and math programs and mandates parental consultation before psychiatric testing. The loans become accessible by capping parental payment at 10.5 percent of discretionary income and removing the $25,000 income cap for in-school loans. The extension aims to elevate K through 12 education nationwide from 1979 to 1983.

Suspect surrenders in arson at J F Mill Lumber Co
City police charged a second suspect with arson burglary conspiracy and receiving stolen goods in the Moravia Street blaze and burglary.
