Charles Grant, 14, saved his 9 year old brother Roosevelt by catching him as he leaped from a fourth floor window. The impact knocked Charles down but he remained unhurt. Roosevelt was reported in good condition.

Pennsylvania NAACP members urge Department of Education to cut funds to districts failing to desegregate and to hire Black staff. At the 37th annual convention in Holiday Inn here Dr. F L Vaughns was installed as president after a slim reelection margin. The group also backed rules to desegregate, expand Black curricula, and deny funds to noncompliant districts, while opposing bills to curb the Human Relations Commission.
City police review three reports of tampered Halloween treats with no injuries. A 14 year old girl found a razor blade in an apple and other incidents included pins in candy and robberies of treats near Highland Moody and Winter avenues. Thefts left five children empty handed with two West Side victims robbed by two youths, one struck at Englewood and Jefferson, plus vandalism noted as two car windows broken and pumps damaged at an abandoned station.
United Steel Workers official Martin Kovach and Local 4750 president John Morgan asked workers to return to the New Castle Refractories tomorrow morning after a morning strike. About 30 members attended a plant meeting today, agreeing to work day to day until November 15 when the wage price freeze ends. Arthur Dougherty, company spokesman, said negotiations will continue.
Dr. Maurice Dawkins, executive vice president of OIC, challenged the NAACP to lead a broad coalition to address social ills. His banquet address to about 325 at the Holiday Inn West drew lively applause as he urged black pride and economic self help alongside minority reform.
A gunman seized Susan Butler and two others in Manila, forcing them aboard a helicopter to escape. After nine hours in a air conditioned bedroom, the gunman released the hostages near Zambales Province. Police, including Manila Mayor Villegas, pursued but could not stop the flight.
In Orissa near Calcutta a 15 foot tidal wave and cyclone struck the Cuttack District last Friday. PTI quotes State Revenue Minister Pratap Mahanty saying the death toll is certain to rise as details reach outlying areas.
As voters prepare for election day 1971, county races for mayor, county commissioner, and various row offices dominate the slate. Turnout is expected high across 100 precincts with 48,315 eligible to vote. City politics feature Francis Rogan challenging incumbent Carl Cialella Jr., while county races pit Democrats Shumaker and Dlugokowski against Republicans Houk and Vitril. Statewide only two Supreme Court justices are on the ballot, with Democrats Manderino and Nix opposing Republicans Barbieri and Eppinger.
Three Halloween related murders alarmed observers as investigators traced knifings gunfire and tampered candy. Nancy Minina 13 of Oakwood Ohio described a near abduction and her companion Marian Honaker 13 was found dead with 15 stab wounds. Dale Barney 24 was arrested in connection with the Oakwood slayings. Reports spread of razor blade laced apples and other booby traps in Greenville and other cities while volunteers patrolled Newburgh Ohio to protect children.
