In Harrisburg the House forced action on eight major bills under new rules that drop bills from the calendar if voted within 12 days. Measures include consumer advocacy office, anti strike injunctions, and reform efforts, with others returning to committees if not voted.
The Governor's Justice Commission approved federal Safe Streets act grants totaling 1 049 918. Attorney General J Shane Creamer said the largest grant was 450 000 to the Philadelphia police department for a project.
Bessemer Borough bans parking on several blocks including W Poland Ave areas near the borough garage and American Legion, and on east sides of Sixth and Fifth Streets opposite the bank. The council also discusses beautification funding, hiring one arts and crafts instructor, Little League support, and summer recreation plans.
The Lawrence County Housing Authority moved to hire disadvantaged residents under three training programs including Commonwealth Careers and NYC. Executive director Kraus urged using rehabilitated ex prisoners as tenants, with jobs promised after training. The board also sought HUD Section 23 leased housing details and noted HUD denied an experimental program.
The county run Emergency Employment Program has 395 applicants since last August. Administrator Ral B Hammond reports to the Senate subcommittee on employment about the program as Congress weighs a second year funding. Hammond says the rate of unemployment is 10.9 percent in February and 60 percent of 78 jobs could go to disadvantaged workers with most jobs created in public works.
Kelly Bennett a 27 year old former VISTA volunteer with Europe Africa experience will work for Lawrence County Mental Health Mental Retardation. She aims to tailor solutions to local needs stresses community involvement and uses her social organizing skills to improve services for the retarded and their families. She met with PARC director Col John V Gallagher and begins a busy schedule including visits to hospitals the Crippled Children Society and Lark Workshop. She enjoys riding horses when off duty and is seen as a determined advocate for better care.
Communist sources say Hanoi and Viet Cong have stores close to frontline areas and will keep attacking. They expect to reject Nixon’s demands for halting the blockade, release of POWs, and an internationally supervised cease-fire.
Humphrey holds 74 Ohio delegates and McGovern 66 as ballots continue to be counted after last Tuesday statewide vote. Humphrey wins 18,700 at large votes and gains 36 district delegates in the final but unofficial tally. Fifty-nine of the 71 needed for delegation control remain, with further results expected as official counts are finalized.
The Shenango Area School District set a tentative 1972-73 budget at 2,300,100, up from 1,994,350, with taxes kept at last year’s levels. The increase stems mainly from higher state subsidies. budget items include administration 63,000 and instruction 1,084,000.
Stevens criticizes unit density while Banko notes the Housing Authority lacks site selection control. City Council and Redevelopment Authority chose the land. He prefers 100 units and cites smoother results when authorities control architects, while turnkey methods limit influence.
Maureen Bingham, 35, admitted goading her husband Royal Navy Lt. David Bingham into spying for the Soviet Union. He had been sentenced to 21 years in March for selling Navy secrets. She stated she should have been arrested first and was jailed under the Official Secrets Act.
Pittsburgh officials report the weeklong Skybus injunction hearing ended with defense requests for Judge Anne X. Alpern to recuse herself. She refused, noting that self recusal after four months would spark a revolution, after attorney John Hickon urged removal citing alleged out of court information.
A general alarm fire in Jefferson Township Somerset County killed a woman identified as Miss Alice Smith and her month-old niece Billy Joe Smith. Fire officials say smoke inhalation caused the deaths after the blaze started in the kitchen trapping the pair in a room. Wanda Smith, 4, escaped to a neighbor's home. The house belonged to Miss Smith's mother. she was visiting relatives in Bakersville with the infant's parents Mr. and Mrs. Charles Smith when the fire occurred.
Ronald Hall, 24, of Lemont Furnace, Pa, died Monday night at West Virginia University Medical Center from a rifle wound ruled personal safety related. His wife Gloria Jean, 2, remained in critical condition after Hall shot her Sunday following a domestic quarrel and then shot himself.
