Senate committee would halt mail deliveries cut
William C. Doherty, president of the AFL National Association of Totinr Carriers, denounced a cut back order as masking subsidies and other special costs. He and clerks and supervisors' spokesmen backed his view that deficits arise from nonoperating expenses rather than actual postal services, and he accused officials of ignoring the Kelly law provisions on reporting losses from free mailing privileges and subsidies to air carriers and American vessels.
