Legislative deadlocks fade as a $4 billion public works employment bill clears conference and heads to final passage. A $20 billion stimulus package would expand public service jobs and youth programs, while energy policy begins its congressional journey with a White House briefing.
Washington senators and representatives doubt Congress will pass higher gasoline taxes or a retroactive rebate for energy efficient cars. Sen. Henry Jackson says a tax hike is politically unfeasible, while Rep. Al Ullman notes past complexity made rebates unlikely and cautions buyers not to count on a rebate.
IRS data show 15 of 100 taxpayers mailed returns in the final week before April 15 and refunds reached a record average of 444.39 dollars. Errors rose on the 1976 short form as the Tax Reform Act required math for the first time. By April 22 nearly 79 million returns were processed and 988000 extensions issued.
