New York dispatch says Harlem remains calm outwardly as race riots emerge into the most lethal violence in a century. Business and civic leaders press for cleansing radical elements while some urge martial law if unrest recurs.
The State Department seeks caution to avoid US sides in the European crisis and may delay any note dispatch until a meeting between Sir John Simon and Chancellor Hitler. Some believe Germany should be notified that its actions violate the 1921 separate peace treaty.
Democratic leaders push Governor's tax program toward the Senate while House amends measures to boost capital stock tax to six mills and raise corporate net income tax. Harrisburg March 21 The house committee on cities reported favorably two Andrews bills. One allows third class cities to adopt the city manager form of government. The other prohibits mayors of third class cities from holding federal or state government positions. The bills target Eddie McCloskey of Johns Town chair of the state athletic commission for dual salaries.
In Rome on March 21, General Frederico Baistrocchi said the European crisis sparked by German rearmament led Italy to shelve earlier plans to shorten the 18 month army service. He noted the government has virtually decided to cut service but warned now is not the moment to reduce terms or dismiss colored classes.

A wind driven blaze, starting near the church apex, tore through the roof and consumed the interior. A $10,000 organ burned, along with the altar and several statues, in the damaging fire.
