COPENHAGEN March 12 Alexei Rykov successor to Nikolai Lenin as president of the council of people's commissars in the Soviet government is reported to suffer an incurable kidney disease. He is unlikely to assume official duties. Premier Rykov is in Moscow for a long rest as M. Kamenev and Tsurpa attend to affairs of the premier's office.
